Depending on what version of OEM windows you have, later versions come with generic drivers that may work and spin up the CD/DVD ROM. I usually see faulty memory which is why I originally suggested the MemTest.

The BIOS should recognize and use *virtually* any CD/DVD drive you install. I would consider swapping memory out and/or testing it.

I offered this suggestion because you could at least get windows installed fully onto the drive and put it into the system that doesn't seem to want to install correctly.
just put your winxp disc in, after you press F8 in the installer to accept the agreement, it should give you the setup to configure your disc drives.
